Concern Universal Nigeria is the Executing Agency (EA) for the WSSCC's Global Sanitation Fund (GSF) programme in Nigeria. The aim of the programme is to significantly increase sanitation coverage and attain a positive and sustained hygiene behavioural change in six Local Government Areas ( LGAs), three in each of the two participating states (Benue and Cross River State). This programme will present a model towards state wide coverage for sanitation that can be marketed and replicated in other states.

Job Title: Monitoring, Evaluation and Reporting Officer (GSF – RUSHPIN)
Location: Based in Calabar, Cross River State, Nigeria. Regular upcountry travel and work will be required (Cross River and other parts of Nigeria when and as necessary).
Reporting to: Country Director
Start Date: 1st February, 2013
Relationships with others: Will work closely with other CU Programme Managers, the Finance Manager, Implementing Partners and organisations, Government Agencies and other stakeholders as necessary and appropriate.
Job Purpose
The Monitoring, Evaluation and Reporting Officer will have the vision and energy to play a key role in the programme’s senior leadership under the GSF programme in Nigeria, working closely with the Programme Manager WASH and the other Project Managers, to ensure the successful implementation of the projects in his/her portfolio and contribute to the development of the country programme in his/her sectoral areas.
From time take responsibility for the operational and strategic management of other programme areas where necessary.
A significant level of effort will be rendered in CU head office in Calabar, in addition to more work rendered in field offices and partner (sub-grantee) offices, to cover all operational systems. Executing this function will mean extensive travel to field locations, however this will be managed through consultation with the Programme Manager WASH
Duties and Responsibilities
To systematically monitor programme performance and data for key indicators of the programme components and management reports are collected, analyzed and made available to the programme staff.
To provide strategic support towards the putting in place and use of the Programme M&E Frame work as well as support plans and activities of the programme.
To support an Evaluation design with quality process and products in line with priority and strategy. Utilize evaluation findings, recommendations and reports towards improved programme knowledge management and learning as well as performance and these are effectively disseminated to the intended stakeholders.
Collate and analyzes data from the participating Sates and locations, prepares donor reports based on the programme logframe, and prepare detailed analysis that will contribute to programme reporting requirements.
To conduct timely monitoring and documentation of learning in conditions due to programme or policies in country and to provide such findings to the programme staff, partners and stakeholders to facilitate adequate planning.
To assess the impact of the programmes and policies, and report on the progress being made.
To strengthen capacities of implementing partners and key stakeholders in monitoring and evaluation in order to enable them increasingly engage in and lead monitoring and evaluation processes.
To ensure effective communication with partnerships is achieved in carrying out integrated planning of research, monitoring and evaluation activities within the programme, and national partners.
Requirements
Education:
University degree in social sciences, development planning, planning, Monitoring and Evaluation, survey implementation, advanced statistical research
Experience:
3-5 years’ relevant experience with proven track record of capacity building/training for stakeholders including community level and local institutions.
Solid knowledge and understanding of community based approaches to development.
Excellent planning, co-ordination and prioritisation skills.
Excellent communication and team-working skills.
Proficient skills in the use of MS Office tools.
Proven understanding of statistical analysis with Ability to use statistical tools.
Adaptable and responsive disposition relative to the demands and development of the programme.
